The Cité Administrative is an extremely exciting project for the Archi 2000 Firm. It is located 5 to 600 metres away from the Grand-Place and from the Gare Centrale, right next to the Colonne du Congrès. Altogether this really is quite a symbolic site in Brussels, with the urban environment having a certain quality. There are, however, many problems to be solved before this site can be revitalised.

La cité administrative, c’est un projet tout à fait passionnant. On est à 5-600 mètres de la Grand-Place, de la Gare Centrale, on est sur la colonne du Congrès. Donc, c’est quand même un site assez emblématique à Bruxelles. Il y a un urbanisme d’une certaine qualité. On peut aimer ou ne pas aimer mais c’était un concept de cité administrative. C’était intéressant. Aujourd’hui, la cité administrative va se redévelopper sur base d’un PPAS que la ville de Bruxelles a dessiné. Immobel et Breevast nous ont demandé de réfléchir sur ce site et je pense que le défi de ce site c’est sa perméabilité. Il faut savoir qu’entre Pacheco et la rue Royale, il y a 16 mètres de dénivellation. Le niveau intermédiaire étant ce que l’on appelle le jardin Pechère, jardin qui est classé. Il est entre les deux, c’est-à-dire que chaque fois que l’on franchit un niveau, on doit franchir 8 mètres.
La première phase de la redynamisation de la cité est terminée puisque c’est le bureau Jaspers qui a rénové 60 000 m2 pour la police fédérale qui est maintenant déjà sur le site et nous, nous allons plutôt nous occuper, toujours avec le bureau Jaspers, de la partie logements. On parle quand même de 50 000 m2 de logements. Une partie est en cours actuellement mais qui ne fait que 7 000 m2 dans une partie de l’immeuble C qui est du côté de la rue de l’Oratoire et, ensuite, nous allons faire plus ou moins 40 000 m2 de nouveaux logements dont 30% sont des logements conventionnés. Le reste, c’est du logement libre. Nous allons développer ça le long de la rue de l’Oratoire et de la Banque, le long du boulevard Pacheco et à l’emplacement de l’ancien bâtiment appelé G.

Outre le logement, il y aura du commerce et certains équipements d’intérêt collectif puisque le PPAS nous impose une école primaire, une crèche et une école maternelle sur ce site. Donc tout ça est une articulation assez compliquée, qui a une certaine densité. Bon, on ne parle pas de gabarits très importants, on parle de rez plus 15-16 niveaux. Donc ce sont des gabarits relativement raisonnables mais il y a néanmoins une certaine densité parce que les espaces publics existants restent dans leur taille actuelle. J’ai toujours trouvé l’implantation d’une école à cet endroit-là un peu délicate. Ce n’est peut-être pas le meilleur endroit pour mettre une école. Bon, ben là, ce n’était pas une volonté de notre maître d’ouvrage, c’était une volonté politique, une volonté de la ville et de la région et, donc là, on prend acte. Cette école, elle sera là. A nous à faire en sorte qu’elle y soit le mieux possible.
On va, je pense, de nouveau trouver une architecture relativement sereine et intemporelle. On avait à un moment, je ne sais pas si vous vous souvenez, comme partenaire l’artiste Arne Quinze qui avait fait quelque chose d’assez spectaculaire. Bon, malheureusement, je crois qu’il faut se rendre à l’évidence. A Bruxelles, on joue avec des prix de loyers qui ne sont pas les prix de loyers de Londres ou de Paris et, donc, il n’y a rien à faire, les architectes sont toujours tenus par des budgets relativement serrés. On ne peut pas se permettre énormément de fantaisie structurelle, je rappelle aussi que nous sommes sur la jonction Nord-Midi. On est les pieds sur la jonction Nord-Midi. Donc, on va devoir fonder nos bâtiments de façon très spécifique. On ne sera pas dans des tours excentriques comme on peut en trouver au Moyen-Orient ou aux États-Unis, des endroits où l’on joue avec des budgets beaucoup plus importants.

The Cité Administrative is a really exciting project. We are 5 to 600 metres away from the Grand Place and from the Gare Centrale, right next to the Colonne du Congrès. Altogether this really is quite a symbolic site in Brussels. The urban environment has a certain quality. You may or may not like it, but it was a concept for an administrative city. It was interesting. Today, the Cité Administrative is being redeveloped on the basis of a PPAS (Special Land Use Plan) drawn up by the city of Brussels. Immobel and Breevast asked us to reflect on this site, and for me, the main challenge is its permeability. You have to take into account the fact that there is a drop of 16 metres between rue Royale and Pacheco. The intermediary level is formed by what is known as the Jardin Pechère, a listed garden. This lies between the two. In other words, each time you change from one level to another it is a difference of 8 metres.
The first phase of the revitalisation of the Cité is now finished. This was 60,000 m2 for the Federal Police, undertaken by the Jaspers Firm. They are already on the site and we will now be concentrating on the residential part, again with the Jaspers Firm. This will in fact be 50,000 m2 of housing. One part is already underway, but this is only 7,000 m2 in a section of C Building, on the side of the rue de l’Oratoire. We will then create another 40,000 m2 or so of new housing, of which 30% will be subsidised housing. The remainder will be on the open market. This development will extend along the rue de l’Oratoire and the rue de la Banque, Boulevard Pacheco and on the site of what was the former G Building.

In addition to housing, there will be shops and certain community service facilities, as the PPAS requires that we include a primary school, a crèche and an infant school on the site. All of this is quite a complex set of criteria, and implies a certain density. Although we are not talking about particularly large buildings – there will be a ground floor plus 15 – 16 further floors. The sizes therefore are relatively reasonable, but there will nevertheless be a certain density due to the fact that the existing public spaces will retain their current size. I have always felt that situating a school here is rather delicate. It maybe isn’t the best place to put a school. However, this was not the requirement of the developer, but rather a political requirement, determined by the city and the region, and we therefore take note. This school will be here. It is up to us to make sure that we do it in the best way possible.
My feeling is that the architecture will once again be relatively serene and timeless. At one point, if you remember, the artist Arne Quinze was a partner and had designed something really quite spectacular. Unfortunately, we have to face the facts. In Brussels we are dealing with rental prices that are not those of London or of Paris, and therefore, there is no choice in the matter, the architects will always be constrained by budgets that are relatively tight. We cannot afford great flights of structural fantasy, and it should also be remembered that the site is right on the North-South railway connection. We will therefore have to ensure that the foundations of the buildings are designed in a very specific way. We are not in the realm of the eccentric towers that you might see in the Middle East or in the United States, or in places where the budgets are far, far higher.
